NPC 2016-17 ACTION PLAN

The plan is based in part upon the information gathered at the NPC Bike/Ped Safety Summit attended by bike/ped citizen advocates from both Collier and Lee counties as well as the assistant Collier County manager; city and county Growth Management, Transportation, and Streets & Stormwater staff; directors of Collier and Lee MPOs; Collier County Sheriff's Office liaison to NPC; members of the Collier County Pathways Advisory Committee; representatives from Blue Zones; head of the NAACP representing walkers; representatives from bicycle shops; and leaders of local cycling, triathlete, and running clubs.

Consideration was also given to addressing NPC's long range commitments, to Complete Streets implementation throughout Collier County, education of at-risk commuter bicyclists, and passage of the vulnerable road users legislation.

This year's plan encompasses the following:

ADVOCACY - Distracted Driver legislation (see Texting and Driving Most Dangerous of Cell Phone Habits); passage of vulnerable road users legislation (pending the election); Complete Streets design principles incorporated into county's Growth Management Plan; Gulf Shore Blvd. bike lanes/sidewalk connectivity; Vanderbilt Beach Rd. bike lanes; Seagate cut through; address increasing problem of road debris with county Transportation Dept. and advocate for more stringent enforcement of laws that penalize vehicle operators and contractors who add to road debris

EDUCATION & COMMUNITY SERVICE - Production of public service announcements to educate adults and children regarding traffic laws and roadway courtesy; Lights for Bikes for service employees in local hotels, hospitals, and restaurants; traveling kids' bike/ped safety rodeo; ongoing work with Collier County Sheriff's Office and Naples Police Department on officer education

The NPC Board of Directors held its annual strategic planning session and has come up with an aggressive plan to create safe, bikeable, walkable communities throughout Collier County.

  • NPC played a key role in the adoption of a  Complete Streets policy by the City of Naples and of the development of the Central Avenue Improvement Project, Naples first Complete Streets project. 
  • NPC worked with the City of Naples to develop a five-year Master Pathways Plan that was passed into law in 2007,  ensuring pathways are included in further City projects. We are now working with the City  to update the five-year plan.
  • NPC was instrumental in achieving a redirection of  FDOT annual funds, increasing the pathway box fund from $5000,000 per year to $2million per year. This money will be used for installing bike lanes and pathways as needed on a retrofit basis.
  • NPC supported the Collier County Metropolitan Planning Organization's efforts to develop a Comprehensive Pathways Plan with over 500 miles of new sidewalks, bike lanes, and greenways.
  • NPC worked with the MPO committees to to improve the infrastructure and road signage in Collier County.​
  • NPC participated in the planning for the Florida Power & Light Greenway, the Rich King Memorial Greenway, the Gordon River Greenway, and the proposed Rookery Bay Greenway
  • NPC received the Walter Keller Architecture Awareness Award for our contribution to the improvement of the built environment in Collier County.
  • NPC raised awareness of the "Three Feet to Pass" law by persuading the City and County to put the decals on the bumpers of all their vehicles.
  • NPC works closely with City and County law enforcement agencies on bike safety programs for children and adults. ​

among our accomplishments

We work with local and county elected officials and staff on planning and implementing safe pathways and addressing existing problems for non-motorized transportation. This work includes analyzing data and legislation to make a case for improvements or enhancements, serving on key committees that implement change, and attending and testifying at public meetings to raise awareness. We also sponsor programs and  events to raise awareness of key issues.
